A major attack by M23 rebels to seize the town of Kibumba displaced thousands of civilians who fled under pouring rains to find shelter in the city of Goma. In the opposite direction headed Congolese military reinforcements, their trucks and tanks were waved on by civilians and Moto-taxi riders who cheered and drove behind the columns. Rutshuru Territory is in the midst of a resurgence of the M23 rebel group. The M23 is built around mutinous army units who rebelled after they claimed a peace and disarmament deal with their predecessor group, the CNDP, was not being respected. Since 2012, the M23 and the Congolese armed forces have been fighting sporadically along a moving frontline. The current resurgence of conflict began in November 2021, commencing with limited rebel attacks on army positions but leading to open warfare on the road to the city of Goma. The M23 are suspected of receiving equipment from Rwanda and alleged military assistance from special force units. The conflict has displaced at least 260,000 civilians as of November 2022.
