(NYT62) PHILADELPHIA -- May 30, 2006 -- PHILLY-WATERFRONT -- Richard A. Hayne, president of Urban Outfitters at the Navy Yard in Philadelphia on Thursday, May 25, 2006. Hayne said that employees would have room to walk their dogs at the Navy Yard site. Owned and operated by the Navy for more than 200 years, the 1,000 acres of underused space were taken over by the city in 2000 after the Navy consolidated its uses to the western edge of what used to be called League Island. But redeveloping this area -- about the same size as Center City, Philadelphia's entire downtown -- for commercial use will be a long-term challenge. (Ryan Donnell/The New York Times)
