(NYT2) LOVELL, Wyo. -- Jan. 3, 2003 -- RURAL-CRIME -- Tucked under the snowcapped wall of the Big Horn Mountains, with its cattle and horse ranches and large Mormon church, Lovell, Wyo., could be "that sleepy little town everyone wants," according to Nick Lewis, the police chief. Except for one thing. Lovell, population 2,264, and two nearby towns have become infested by methamphetamine. Lovell police officer Rob Bifano holds a light bulb used as a makeshift pipe for methamphetamine, in Lovell, Oct. 28, 2003. (Nicole Bengiveno/The New York Times)
