Laurence Duggan, one of the U.S. State Department's executives, came to Havana to attend to a conference of diplomatic officers and consuls opening on Oct. 6, 1941 in Havana. Duggan is 36. He has been in the State Department since 1930, attended numerous conferences throughout Latin-America, and is adviser on political relations in Latin-America. He formerly headed the Latin-American division, but was stepped up to the new post. With him is George Messersmith, United States ambassador to Cuba. (AP Photo)
