Fenard, head of the French naval mission, and the offices and crews of the French battleship Richelieu and the cruiser Montcalm. The day was proclaimed "Freedom for France Day" by Mayor La Guardia and New Yorkers displayed the French tricolor with the American flag outside their homes and places of business.
