In Gordon Brown's first Queen's Speech as Prime Minister it was announced there would be new anti-terror measures - including post-charge questioning of suspects. The proposed new laws would enforce a foreign travel ban on terrorists and possible extension of pre-charge detention. Mr Brown's programme also sees measures on climate change, health, nuclear power, education and housing. Other key measures included a bill requiring youngsters to remain in education or training until the age of 18 and proposals to reform party funding and restore public confidence in the system. In her speech, the Queen said: "My government will take forward policies to respond to the rising aspirations of the people of the United Kingdom; to ensure security for all; and to entrust more power to Parliament and the people." The Queen's Speech is written by the government and delivered by the reigning monarch. As well as indicating the agenda for the year ahead, it is the centrepiece of the state opening of Parliament. Each session of Parliament begins with this royal address, and usually takes place in November, and covers the following year. 709200c
