A United Nations peacekeeping unit from the Uruguayan army is seen through night vision goggles as they survey the outskirts of the town of Fataki, Djugu Territory, Ituri Province. Thousands of displaced persons have sought shelter in the town, church and IDP camps close to the perimeter. Towns become sanctuaries for civilians fearful to venture back to home territories in the countryside. The Ituri conflict is a complex humanitarian crisis that has caused massive displacement. A resurgence of ethic violence since 2017 has seen attacks and human rights violations committed by armed groups and over 1.6 million have been forced to flee their homes. The armed groups, operating under the name CODECO, target the Hema ethic group in vicious attacks that spread fear, force relocation and destroy villages to prevent those displaced from returning home. The United Nations Joint Human Rights Office has said attacks in the region may constitute crimes against humanity. United Nations peacekeepers operate under complex legal restrictions, in unfamiliar terrain and unable to protect many displaced communities simultaneously.
