Rebels often set up armed checkpoints on roads for taxation and extortion, due to these security risks alongside tough terrain, humanitarian access to displaced populations is limited. Since the current wave of violence, displaced civilians are hesitant or unable to return to their home region. The Ituri conflict is a complex humanitarian crisis that has caused massive displacement. A resurgence of ethic violence since 2017 has seen attacks and human rights violations committed by armed groups and over 1.6 million have been forced to flee their homes. The armed groups, operating under the name CODECO, target the Hema ethic group in vicious attacks that spread fear, force relocation and destroy villages to prevent those displaced from returning home. The United Nations Joint Human Rights Office has said attacks in the region may constitute crimes against humanity. United Nations peacekeepers operate under complex legal restrictions, in unfamiliar terrain and unable to protect many displaced communities simultaneously.
