Lodha is one of 64 camps for communities fleeing violence, IDP-hosting areas in Ituri Province suffer from food insecurity, limited ability to maintain livelihoods and persistent conflict in which civilians are the principle targets. Access to water, protection from the elements and basic nutrition and hygiene are all critical issues for the displaced in these camps. The Ituri conflict is a complex humanitarian crisis that has caused massive displacement. A resurgence of ethic violence since 2017 has seen attacks and human rights violations committed by armed groups and over 1.6 million have been forced to flee their homes. The armed groups, operating under the name CODECO, target the Hema ethic group in vicious attacks that spread fear, force relocation and destroy villages to prevent those displaced from returning home. The United Nations Joint Human Rights Office has said attacks in the region may constitute crimes against humanity. United Nations peacekeepers operate under complex legal restrictions, in unfamiliar terrain and unable to protect many displaced communities simultaneously.
