It took 5 years (1951-1956) to build the bunker once the most restricted military objects of the USSR Secured Command Post Taganskiy . In 1956 an enormous object, made up of four cavernous tunnels each 150 meters long, ranging 7000 m2 located 65 meters beneath central Moscow was finally approved by governmental authorities. Department for National Security of the USSR took the object under its strict control in order to provide round-the-clock communication for the leaders of the state in case of nuclear attack. Since then each day 2500 workers provided round-the-clock communication for the leaders of the state in case of nuclear attack. In sixties SCP was fully equipped for the possible nuclear attack and could sustain lives of approximately 5000 people for several months. Gradually it started to to lose its importance and became useless. In 2006 the bunker was bought by a private company Novik-Service. Almost nothing remained of its original interior. The new owners plan to change the place into a leisure complex leisure centre with a nightclub, a restaurant and a spa center.
